A public plaza. A public investment. Public questions.

The Greenwood Credit Union City Hall Plaza is a recreation facility in Warwick, Rhode Island. City budgets call it “Apponaug Rink.”

THE KEY NUMBERS

Projected for FY2026: $150,000 in, $635,503 out.

That is the City’s own FY2026 projection for the rink’s department budget. It is an estimate, not an audited result.

The approved FY2026 budget expected revenue to offset the facility’s direct budgeted costs. The later projection showed a sizeable shortfall against that.

The FY2027 request then forecast revenue and expense matching exactly.

That is why residents should see the documents: attendance, revenue sources, direct and shared expenses, and the assumptions behind next year’s budget.

FAIR CONTEXT

Recreation facilities aren’t necessarily businesses.

Cities may fund recreation spaces because residents value access and community benefits.

Transparency is how the public evaluates that choice.

The facility’s first year was also partial. That must be considered when comparing results.
